Raffles have long been a cornerstone of charitable fundraising in Ontario, with nearly 3,000 licensed organizations relying on them to support community causes. But what happens when the same player wins—again and again?

The Alcohol and Gaming Commission of Ontario (AGCO) faced this very question after noticing that some players were winning multiple raffle prizes across different events in short timeframes. Could this simply be luck, or did it signal something deeper about fairness and integrity in electronic raffles?

In this session, the AGCO team shares the story behind their review and analysis of three years of electronic raffle outcomes. Attendees will learn how the study was designed, the analytical methods used to assess randomness and player patterns, and what the results revealed about trust in charitable gaming. Whether you oversee large-scale draws or local fundraisers, this webinar offers insights into how data-driven regulation can help ensure public confidence in every ticket sold.

Brad is the Lead Mathematician for the AGCO’s Gaming Lab, where he is responsible for assessing and investigating all forms of electronic gaming equipment and systems such as casino games and online raffle systems. He has been evaluating game math and randomness with the AGCO since 2008 and enjoys all forms of puzzles and board games with family and friends.
